Abstract

This study aimed to analyze the relationship between effective planning and promoting integrity in government institutions, with a focus on determining the extent of the impact of strategic and operational planning in promoting transparency and combating corruption. The importance of this study lies in the fact that it contributes to enhancing the theoretical and applied understanding of the role of institutional planning in building effective oversight systems, and provides practical insights for policy makers in government institutions to enhance integrity by improving planning mechanisms. The study adopted a descriptive-analytic approach, where primary data was collected through a questionnaire specifically designed for this purpose, and distributed to a sample of (36) employees at the Federal Integrity Commission - Basra Investigation Directorate. The data was analyzed using the analysis program. The study concluded that effective planning plays a pivotal role in promoting integrity within government institutions. The study recommends the need to enhance employee participation in planning, develop training programs, conduct a comprehensive assessment of the internal control system, invest in modern technology, maintain the current strengths of the Commission, and integrate integrity principles into all stages of the planning process.
