1. الحوكمة والإشراف التحريري
تخضع الأعداد الخاصة والمحاور النوعية لإشراف مباشر ومراجعة نهائية من رئيس هيئة التحرير. يُشترط تطبيق نفس معايير التحكيم الصارمة مزدوجة التعمية المطبقة على الأعداد العادية دون أي استثناء.
2. ضوابط الأعداد الخاصة المعتمدة (DOAJ Compliance)
- سقف مساهمة المحرر الضيف: لا يجوز أن تتجاوز مساهمة المحرر الضيف (Guest Editor) نسبة 25% من محتوى العدد الخاص.
- حظر الأعداد الخاصة الحصرية: يُمنع منعاً باتاً أن يكون كامل إنتاج المجلة السنوي أعداداً خاصة؛ إذ يجب أن تحافظ المجلة على دوريتها المنتظمة الأساسية.
- المؤهلات: يجب أن يمتلك المحرر الضيف سجلاً بحثياً مرموقاً ومعرّف ORCID موثقاً ورتبة أكاديمية مناسبة في التخصص الدقيق للعدد.

1. Governance and Oversight
Special issues and themed collections are subject to the direct oversight and final authority of the Editor-in-Chief. They undergo the identical double-blind peer review rigor applied to regular issues.
2. Regulatory Limits (DOAJ Best Practices)
- Guest Editor Contribution Cap: Research authored or co-authored by the Guest Editor must not exceed 25% of the papers in that special issue.
- Prohibition of All-Special Volumes: Special issues cannot comprise the entirety of annual publishing output; regular issues must remain the operational core.
- Credentials: Guest Editors must possess established scholarly records, verified ORCIDs, and recognized subject matter expertise.
